Training for Vocational Certificate

Drivers who wish to obtain a vocational certificate in order to carry “in Scope” Dangerous Goods by Road in vehicles with gross weight exceeding 3.5 tonnes must undertake an attended course with a training provider who has been approved by the Department of Transport.

Courses will depend on the type of goods to be carried and successful completion of multi choice examinations set by City and Guilds.

All courses must contain Core syllabus and either Tankers or Packages plus at least one hazard class.

Hazard Classes


Class 1 Explosives

Class 2 Gases

Class 3 Flammable Liquids

Class 4 Flammable Solids, Spontaneously Combustible, Dangerous when Wet.

Class 5 Oxidizing Agent , Organic Peroxide

Class 6 Toxins, Infectious Substances.

Class 7 Radio Actives

Class 8 Corrosives

Class 9 Miscellaneous

Mainport Training do not cover Classes 1 and 7 unless by prior arrangement.

Candidates will be examined upon the knowledge gained during the course which includes basic carriage regulations, awareness of dangers, recognition of the classes and emergency procedures.

Course Duration For Initial Training Options.


Packages

A,  3 Day Core Module, Package regulations and 1 hazard Class plus 3 examinations.

B,  3½ Day Core Module, Package Regulations and 7 hazard Classes plus 9 examinations.

Tankers

C,  3 Day Core Module, Tanker Specialisation and 1 Hazard Class plus 3 examinations.

D,  4 Day Core Module, Tanker Specialisation and 7 Hazard Classes plus 9 examinations.

E,  5 Day  Tankers and Packages Combined with 7 Classes plus 10 examinations.

Examples: a driver wishing to drive a petrol tanker only need undertake option C.

A driver wishing to carry dangerous goods of all classes say in a freight container needs to undertake option B.

Refresher Training.

Refresher training will include Core Module

3 Day Combined Tanker and Packages with 7 classes plus 10 examinations

2 Day Tanker and 1 Hazard class plus 3 examinations

2 Day Packages and 1 Hazard class plus 3 examination.

All courses are available weekdays and weekends

Please Note: None of these courses include the carriage of Class 1 Explosives or Class 7 Radioactive Material. These courses are Specialist courses. Candidates wishing to undertake these Modules may be offered alternative training arrangements other than those offered by Mainport Training. This means that if Mainport Training cannot obtain the required number of candidates to ensure a viable course then we will try and source alternative venues.

Initial Training.

It is possible for Mainport Training to mix it’s courses to provide refresher training with its initial training programmes.

Candidates taking advantage of this path will undergo training as though it were initial training but will take refresher examinations. They can also take initial examinations to add to other classes to which they do not hold. The disadvantage is that candidates taking only part of the course have to sit through the whole of the course duration or take days off while other modules are being taught.

Refresher Training.

Candidates attending for refresher training can only take refresher examinations for existing Modules on their certificate. To take additional modules candidates would have to sit in on initial training.

It is important for candidates to remember that they must have a minimum of 6 weeks validity left on existing certificates following the end of  a course. City and Guilds will not mark late papers.

Examinations

In line with Department of Transport Approval Procedures all module examinations must be conducted on the last day of the course.

Failures

Should any candidate fail a module on initial training the candidate will only have to retake the examination for the module provided it is taken within 16weeks of the original course. Those who fail a refresher module must undertake that module on an initial course and then take an initial examination. Please be aware, if a candidate fails the Core module on a refresher course and the original certificate expires then the candidate will have to complete the whole course.

Course Notes.

Candidates are encouraged to take their own notes during tuition, although with the instruction the notes should not be exertive. Mainport Training provide a set of comprehensive Course notes to allow for revision and will follow the modules being taught.

Issue of Certificates

Upon completion of exams the papers are sent directly to City and Guilds London for processing. The centre does not know at any stage candidates results until the centre receives a confirmation from City and Guilds approximately 4 to 6 weeks after dispatch. Candidates should be aware that there is sometimes a longer delay dependant on the number of papers received.

Attendance of an approved course is not a guarantee that the candidate has been successful and should not carry dangerous goods by road until the certificate is received by post to the candidate’s home from DVLA Swansea.

Only a valid certificate from Swansea is acceptable to enforcement agencies and must be carried by drivers at all times whilst carrying dangerous goods and valid for the type of goods that come under the regulations.

All Queries about certificates should be made to the training centre at which the training takes place and not to The Department of Transport or City and Guilds. The centre holds all relevant information with regards to courses being run and can enquire on candidates behalf  for the relevant  information. We cannot however ask the City and guilds to speed up the processing of results.

Lost Certificates

Should a driver loose a certificate then a new one can be obtained by contacting City and Guilds who will then send off a form which has to be completed and returned. To speed up the process candidates should have available their Driving Licence Number and also the City and Guilds Enrolment Number which is issued after the original course. Candidates should be aware there is a charge for this service. Due to The Data Protection Act, Mainport Training is unable to deal with these enquires on behalf of the Candidate.

Limitations

The Department of Transport requirements are that drivers carrying dangerous goods should be able to read and understand the written emergency information, they should also have an ability to be able to read City and guilds Multi choice examinations.

Anyone with a learning difficulty should contact the centre prior to the course in order that Mainport Training can make suitable arrangements.

Drivers Hours

Training is mandatory attendance and therefore the time taken to complete the course  must be counted as “ other work” when calculating drivers hours.

Security

All candidates must supply photographic identification, either passport, driving licence or other authenticated identification.

Any Other Persons Involved

In order that the legal prescriptions can be undertaken for the carriage of dangerous goods all those who have an involvement of such carriage must be trained.

Consignors: Fillers, Packers, Loaders and unloaders

Carriers:  All those whose duties include the carriage of dangerous goods, traffic clerks, Transport Managers.

Training must be directed at the specific duties of the individual.

Awareness Training

These courses can be delivered in house as well as at our training centres, courses can follow a set format or be tailored to suit individual requirements
